This location is dine-in and walk-up only. If your mental model of In-N-Out is a queue of cars and a bag handed through a window, that model does not apply here, and turning up in a car is the least efficient way to use this branch.
That is not a downgrade so much as a different building. The room is a proper one, with seating, and because it is indoors on a waterfront where the wind comes off the bay after dark, it functions as somewhere to actually stop rather than refuel.
It also means the queue is a queue of people, which moves at a different rate and is much easier to read from outside before you commit to it.
The F line puts you within a block
The F Market and Wharves historic streetcar runs along the waterfront and stops at Jefferson and Powell, and at Jefferson and Taylor. Both are on the same street as the restaurant, and both are a short flat walk from the door.
The F line is a genuinely pleasant way to arrive — it runs restored streetcars from a range of cities and decades, and the northern waterfront stretch is the scenic half of the route. It is also the answer to the parking problem, because it connects the wharf back to Market Street without requiring a car at either end.
Jones and Beach is another F line stop in the same area, one block back from Jefferson, and is sometimes the better one depending on which direction you are travelling.
The cable car ends nearby, which cuts both ways
The Powell-Hyde cable car terminates a short walk from here at the edge of the wharf, which makes this an easy stop to fold into a ride down from Nob Hill. It also means the streets immediately around the turnaround are the most congested pedestrian space in the city on a weekend afternoon.
If you are coming off the cable car with a group, the walk east along Beach or Jefferson takes a few minutes and is the flattest route in a neighbourhood where flat is not guaranteed.
In the other direction, the queue for the cable car back up the hill can be long enough that eating first and queueing second is the sensible order of operations.
If you must drive, understand what you are driving into
Fisherman's Wharf is structured around paid garages and short-stay metered kerb space, and Anchorage Square sits in the middle of it. The parking cost of a burger here can comfortably exceed the cost of the burger.
The practical version: if you are already parked somewhere in the wharf for another reason, this is an easy addition. If the only reason you are driving is the burger, the F line or a walk from North Beach is faster and cheaper almost every time.
Late at night the calculus changes, because the daytime crowd is gone and the streets loosen considerably after about ten.
The hours are the real argument for knowing this branch
The kitchen runs from 10:30am to 1am Sunday through Thursday, and to 1:30am on Friday and Saturday. In a city where a great deal closes at ten, a one-in-the-morning close is a genuinely useful fact to carry around.
That makes this a viable end-of-night stop from North Beach, which is close enough to walk from in about fifteen minutes, and from anywhere the F line still reaches. It is not a viable breakfast stop; nothing opens before half past ten.
The last hour is the calmest the room ever gets, which is the opposite of how most fast food works.
