The $15 lunch has not actually disappeared from San Francisco. It has just retreated onto about six specific blocks, most of them in the Tenderloin, Chinatown and the outer Mission, and it survives there under conditions that the rest of the city abandoned years ago: no seats, no cards, no table service, and hours set by the owner's convenience rather than yours. Everything below is a real address where two people can eat properly for what one cocktail costs downtown.

The Tenderloin Sandwich Economy
Saigon Sandwich at 560 Larkin Street is the reference point. Bánh mì run roughly $7 to $9, the transaction takes about thirty seconds, and the shop has two seats — which means everyone eats theirs standing on Larkin or walking to Civic Center. It is cash. It has been cash for decades and there is no indication that is changing.
The thing regulars do that visitors do not is order two. At this price the marginal cost of a second sandwich is lower than the cost of coming back, and the roast pork holds up for several hours in a way the pâté-heavy combination does not. That is the whole optimisation: buy the extra one cold, eat it at four o'clock.
Chinatown Under $4 an Item
Good Mong Kok Bakery at 1039 Stockton Street opens at 7am and closes at 6pm and has no seating whatsoever. Egg custard tarts are $1.80. Almost nothing on the board goes over $4 — har gow, shu mai, baked and steamed char siu bao, and the pineapple bun with the custard centre that people queue specifically for.
There is a pricing detail worth knowing: they do take cards now, but the card price carries a fee, so cash is genuinely cheaper on a small order. On a $9 haul the difference is trivial in absolute terms and enormous in principle, which is exactly the sort of thing that keeps a Chinatown bakery in business for forty years. Order by pointing, move sideways, pay, leave. The queue behaves like a conveyor and hesitating breaks it.
One more Chinatown habit worth stealing: the counter restocks in waves through the morning, and the har gow and shu mai trays that come out around 10am are visibly better than the ones sitting at 5pm. Nothing about the price changes. The bakery does not advertise this and there is no way to know it from outside — you learn it by turning up twice at different hours and noticing.

Nine Stools and No Cards in the Mission
Yamo at 3406 18th Street is the most extreme version of the format. The entire restaurant is a counter with roughly nine stools facing an open kitchen, it is cash only, and it opens 5:30pm to 9:30pm Monday through Saturday — a four-hour window, six days a week. Burmese-Chinese, wok-driven, fast, and priced as though the last decade did not happen.
The narrow hours are the trap. People show up at noon expecting lunch, or at 9:40pm after a film, and find it dark both times. If you want Yamo you have to build the evening around it, and if you arrive at 6:15pm on a Friday you should expect to stand behind the stools for a while, because nine seats turning over is not a fast system.
The Burrito Tier
El Farolito at 2950 24th Street does the heavy lifting at the cheap end of the Mission, partly on price and mostly on hours: open until 1:30am Sunday through Thursday and 2:30am Friday and Saturday, a block from the 24th Street BART portal. It is the reason the cheap-eats map in this city looks completely different after midnight than it does at lunch.
La Taqueria at 2889 Mission Street sits slightly above it on price and considerably above it on argument — the burrito comes without rice, which is either a purist's position or a con depending on who you ask. What matters practically is that La Taqueria is closed Mondays and Tuesdays and stops serving between 7:15pm and 8:45pm depending on the day. On a Monday night the choice makes itself.
Why These Blocks and Not Others
There is a common thread and it is not luck. Every place here removes a cost that a normal restaurant carries: seating, card processing, table staff, long opening hours, or all four. Yamo has nine stools and a four-hour service. Good Mong Kok has no seats. Saigon has two. El Farolito's dining room is fluorescent and functional. The saving goes into the food rather than the room, which is why the food is good and the room never is.
It also means the usual signals fail here. Reservation platforms do not list these places, delivery apps mark up the ones they carry by a third or more, and a Michelin Bib or an Infatuation write-up changes the queue without changing the price. The only reliable inputs are the address, the hours and whether you brought cash.
