The pattern is that these are neighbourhood bars first and football rooms second, which is very different from how New York or Chicago organise the same problem. It also means the room's character on a Saturday morning is set almost entirely by which chapter booked it: a Notre Dame morning in North Beach and an Ohio State morning in the Mission are not remotely the same social event, even though both start at nine.
Why the early window is better here than anywhere else

Food service is the real variable: a bar that opens at nine may not have a kitchen running until eleven, and several of these rooms handle it by letting people bring pastries in from the bakery two doors down. The genuine luxury of a nine o'clock kickoff is that it ends at half past twelve. That leaves a full afternoon, and the neighbourhoods these chapter bars sit in are all places where an afternoon is easy to spend — North Beach, the Marina, the Mission and Union Street all have enough within a few blocks that you do not need a second plan.
This is the argument for treating an early game as the start of a day rather than as the whole event. A room that would feel like a long session at four in the afternoon feels like brunch at nine, and most people leave in better shape than they would from an evening game. It is also the one football-watching pattern that survives contact with anyone in your household who does not care about football, which is not nothing.
