Inside LA City Hall, a Hidden Diner Serves Lunch—and Second Chances
Order lunch at the hidden second-floor counter Homeboy Industries runs inside City Hall.
🥪 Lunch on the Second Floor
On the second floor of City Hall, Homeboy Industries runs a quiet weekday counter that serves hot lunch—and second chances. Founded to provide paid on-the-job training and comprehensive support for formerly gang-involved and previously incarcerated Angelenos, the social enterprise channels fresh food into a powerful workforce reentry program.
The menu brings daily deliveries from Homeboy Bakery and Homegirl Cafe alongside counter-made plates. You can pair a signature horchata latte with an oven-roasted turkey or chicken salad sandwich, crisp seasonal salads, and freshly baked pastries, dining at the orange tables tucked right into the rotunda.
The diner operates Monday through Friday from 8:00 AM to 2:30 PM, closing on observed holidays. Counter hours may occasionally shift on delivery platforms (some listing 7:00 AM to 2:00 PM), so plan around the official schedule and arrive before 11:30 AM for the best pastry selection and an easy wait.
To visit, enter City Hall through the main public entrance on Main Street, pass through standard airport-style security screening, and show a valid government-issued photo ID. No formal city business appointment is needed to access the second-floor rotunda and diner counter.
After lunch, stroll two blocks north along Main Street to the shade of the historic Moreton Bay fig trees at Los Angeles Plaza Park, the founding center of the city.
